Introduction
At the core of this topic is what is perceived by many as problems in Internet Governance (IG) funding. There is money available but the mechanisms by which it is shared is criticised as for its lack of transparency, and is seen to be directed towards organisations that support the policies and positions of those who supply the money. This is certainly not an issue unique to IG. But it's particularly important for IG with its emphasis on multistakeholderism. There are suggestions that the UN should play a role in the distribution of available funds. However, many criticise the UN for its bureaucratic procedures and inefficiency.
So the underlying question is how to combine efficiency of private funding with accountability of public funding, including:
- How to avoid policy conditionality of donor’s support in the IG field (e.g. linked to the promotion of particular policy position)?
- How to ensure sustainability of investment (building capacity of institutions in addition to individuals).
- How to use innovative ways of funding (e.g. crowd sourcing, micro-funding)?
